The Greening of Government: How will it change citizens’ behavior?
Federal, state, and local government spends billions of dollars each year on building-related energy costs and operations and maintenance on state-owned vehicles. With energy and gas prices rising for both governments and citizens, governments are all talking about ways to control costs while leading the way as good citizens of the environment. Come hear about some of the most innovative initiatives in government and find out what how you can help your agency or department go green.
Web 2.0: Assisting with the Business of Government
Web 2.0 technologies provide innovative platforms for bringing different stakeholders together to have productive discussions and to find common ground around an issue. Government is starting to reap the benefits of some of these ideas. Tools like Wikis, blogs, mash ups, and social networking sites such as Facebook and GovLoop offer government unprecedented opportunities to get more citizens engaged in governing and more government employees working together in new, collaborative ways. This panel will discuss the most innovative Web 2.0 approaches in government, the lessons learned from implementation, and how these tools are improving the way government does business.

Identity Management
Identity management is a key issue for both government and citizens. Governments and businesses use identity management systems to provide and control access to places and services such as bank accounts, buildings and computer applications. Citizens also wish to have control over the information associated with their identity in order to ensure that only the information needed for a transaction or interaction is shared with the other party. This panel will examine what Canada is doing to develop identity management standards for its citizens as they interface with government services and discuss some of the work being done in the disaster recovery field around identity management for first responders.
Voter Authentication
The Associate Press reported that voter registration was up 7.3 percent in the 2008 Presidential election, a 40-year high. What happens when those voters go to cast their votes at the polls, via mail or via absentee ballot? How do election officials determine that those individuals are who they say they are? Authenticating voters and the ballots they cast is critical to ensuring that all Americans have their voices heard and their votes counted. This workshop will explore the current trends and technology associated with Voter Authentication, including the latest in smart card technology and absentee ballot signature verification.

Enhanced Driver License
To preserve travel, trade, and cultural ties with British Columbia and increase security at the border, after the implementation of the Western Hemisphere Travel Initiative (WHTI), which requires a passport or other federally-approved identification or proof-of-citizenship document for all travel into the United States, the Washington State Department of Licensing began offering enhanced drivers license/identity (EDL/ID) cards to Washington residents who choose to participate. The EDL/ID meets federal requirements, and is an approved alternative to a passport for re-entry into the U.S at land and sea borders between the U.S., Canada, Mexico, Bermuda, and the Caribbean.
Learn how Washington State worked with the US government and British Columbia to develop the EDL/ID cards, including how to protect personal information.

Streamlining the Sales and Use Tax
With the exponential growth of electronic transactions in the last decade, a host of problems have emerged around the collection of state sales tax. The Streamlined Sales and Use Tax Agreement, a cooperative effort of 44 states, the District of Columbia, local governments and the business community, simplifies and makes more uniform sales and use tax collection and administration by retailers and states. Also called destination sales tax, this panel will discuss how states are implementing this and share their lessons learned.
RFID: Balancing Innovation and Data Protection
For such a tiny tag, RFID hold tremendous potential for simplifying processes and saving government money. In 2005, eC3 examined RFID, its benefits for government and some of the ways it was already being utilized. In 2008, rapidly expanding technology solutions are feeding a hungry market. The Department of State is interested in placing RFID tags in U.S. Passports and the State of Washington has an Enhanced Drivers License program which utilizes RFID. However, concerns around consumer information and ensuring the proper levels of privacy and security could stymie or limit the use of RFID. This panel will focus on RFID and discuss the leading practices around standards, policies and protecting data.
