Challenges of Electronic Voting: Best Practices & Recommendations for the Voting Process


In the aftermath of the 2000 election, Congress passed the Help America Vote Act of 2002 (HAVA).  This  new law requires that states have at least one voting machine in each polling place that is accessible for the disabled.  The language of HAVA references Direct Recording Electronic (DRE) voting equipment as a way to meet this new federal mandate.  However, reports began coming out in 2003 that question of security of this voting equipment.  States must meet the federal mandates in less than one year and the security issue is not resolved.  How are states dealing with the security challenges of electronic voting equipment so that voters are confident in the sanctity of the elections process.
