To bold go where no government has gone before. The current best
thought to meet the need for identification and authentication of
users of all types is the concept of Federation. This is by
definition a Cross Boundary Initiative with all of the attendant
challenges and benefits. Creating & implementing such a
Federation will expose most or all of the issues to be faced in
attempting to produce cross boundary. What will this mean?
What will it look like? How will the challenges to overcome &
who will reap the benefits?
