This is the primary content I've emailed to individuals who might consider participating in our project. I have initiated contact by phone first (sometimes it had to be a quick voicemail message), then I followed up with an email note. If you are reading this and you would like to share this info with someone, it's yours to cut-n-paste...

We are recruiting six states to participate in an e-government project for the NECCC (see below for details about this organization). The results will be published in a white paper and shared in a presentation during the NECCC annual conference.
The project goals are
- to initiate some suggested XML standards for environmental compliance data and
- to assess the value of electronically managing the compliance workflow between agencies and business constituents.
We've chosen the drilling permit application process to study because it seems to be a transaction that constituents in the oil and gas industry want to move ON-LINE. Much of the information required on a permit application is common to other environmental compliance forms, too.
This project team will hold 4 or 5 one-hour conference calls between now and September. During the calls, the members will:
- compare a suggested XML data schema to sections of that state's permit application,
- validate a description of the current process flow for permitting,
- see a prototype of workflow technology for compliance data management,
- suggest what impact the workflow technology might have,
- give feedback on the white paper draft that describes the team's findings.
You can include more than one person from your state if you'd like to bring a broader perspective. We will minimize any efforts requested of public sector team members between the conference calls. To help drive our achievement of the project goals, you can also volunteer to be the team's Public Sector co-chair.
We intend to have our first project team conference call NEXT THURSDAY, July 26th, 1:00-2:00pm CST. Please let us know by July 24th (Tuesday) if you'd like to participate. The National Electronic Commerce Coordinating Council is an alliance dedicated to the advancement of electronic commerce within states. (See www.ec3.org for details.) The alliance was formed between these national state government organizations:
- The Nat'l Assoc. of State Auditors, Comptrollers and Treasurers (NASACT)
- The Nat'l Assoc. of State Chief Information Officers (NASCIO)
- The Nat'l Assoc. of State Procurement Officials (NASPO)
- The Nat'l Assoc. of Secretaries of State (NASS)
Each year the NECCC hosts issue-focused workgroups that are staffed by volunteers from the public and private sectors. Our workgroup for Research and Development is focusing on the emergence of e-government architectures. The four R&D projects include:
Key components of e-government platforms;
Mobile government, including wireless;
Accessibility issues (compliance with sections 508 and 255); and
XML technologies for the environmental compliance workflow
The fifth annual NECCC conference (held in Las Vegas on December 10-12, 2001) will review leading e-government initiatives, deployment issues, and innovations in technology. Please plan to join us there! See the website (www.ec3.org) for more.
