I will let you know more when I've spoken with my IT guy. Also you should be aware that Kentucky has been very active in a national project with the Ground Water Protection Council. Over the last ten years, with funding from the Dept. of Energy, the GWPC has assisted the oil and gas states with developing an oil and gas regulatory data management system. It's called (EIMS) Environmental Information Management Suite /RBDMS - Risk Based Data Management System... now being utilized by 19 state oil and gas agencies. I have been active the last three months with this group in developing a strategic plan for future development. Part of this plan is to develop an e-commerce module for permitting and filing of records, etc. One of the strategies involves utilizing XML. Although you are looking for six states for your project, if instead you involved the GWPC State Database Users group... you would in essence have the involvement of 19 states and the availability of the contractors that developed the system for these states.
