After the 9/11 events, we've been asked that the NECCC conference sessions add emphasis on national security. See below for the revised description I've offered to the program committee.

The Unexpected Importance of XML Technologies
Tuesday, Dec 11, 1:45 p.m.-3:00 p.m.
Can we create an interoperable framework for e-government by moving XML-ified data through an online exchange? This session will suggest how an online data exchange can multiply the value of XML standards for regulatory data. As an example, it offers potential areas of impact on environmental compliance administration across jurisdictions: easier reporting for agencies and constituents, better data quality, and improved meaning and relevance of the data for a nation on alert.
Suggestions for panelist topics
Posted to initiate a discussion; check back for more detail and clarification. The current panelists will probably have at least one off-line meeting to exchange ideas prior to our Nov 21st team teleconference.
Zack Coffin: What (and who) is required to successfully manage and utilize XML stds
John Messing: Point-to-point vs many-to-many e-gov implementation; national security impact?
Mark Cleverly?: Federal actions supporting interoperability (see below*)
Shelley Ryan: Demo of a workflow tool to illustrate our project results
*If we can't find someone from EPA, DOE, OMB, GSA, DOI (and so on) to join us, let's consider asking another team member (Mark Cleverley? Eric Johns?) to pull information from current sources such as OMB testimony on e-gov and federal IT mgmt, or the EPA's proposed rule on electronic reporting, and convey that info in order to represent a federal perspective on these issues. Perhaps Owen Ambur can review the content and offer feedback before we engrave it into slick Powerpoint slides.
