External Sites Linking to eC3... |
|
This linking policy sets forth general principles for use by the National
Electronic Commerce Coordinating Council (eC3) concerning hyperlinks
from other web sites to the eC3 website (located at http://www.ec3.org.These principles may be assumed not to cover all possibilities and
circumstances. The Executive Committee of the eC3 may amend this policy at anytime.
Consistent with the mission of the eC3:

Links from other federal, state and local government web sites are permitted
without restriction whenever their subject matter is relevant to, and consistent with, eC3 policy and
objectives. |

|
Advance permission to link to the eC3 homepage from non-governmental sites is
not required if a site owner is making a simple link to the eC3 homepage. However, there may
be old URLs leading to the eC3 website that are no longer being used. Links shall be made to eC3 homepage using the following
URL: |

|
|
Links are also permitted to one of eC3's
subpages, where appropriate, but the
base URL of www.ec3.org should be used. |
|
|
The eC3 reserves the right to change subpages at any time without notice, so
it is up to the site owner to continuously verify links to eC3 subpages. |

What Site Owners should not do. |
|
|

Site owners shall not capture eC3 pages within site owner's
frames, or otherwise present eC3 content as site owner's. Any link to eC3 site should be a full forward link that passes
the client browser to the eC3 site unencumbered. The BACK button should return the visitor to owner's site if the
visitor wishes to back out. Although all content on the eC3 site is available to the public, the eC3
maintains and will defend a copyright interest in these pages where applicable.

Site owners should not link to individual eC3 graphics or tables
within eC3 pages, especially in an effort to place the downloading burden on eC3 servers. Such an action may be considered a misuse of eC3 resources.
To get permission to use a copy of eC3 graphics within site owner's pages, site owner must contact the eC3 Administration Agent.

eC3 will require sites linked to its home page to use reasonable efforts
to ensure that these sites may be accessed by persons with disabilities. |
To the extent possible and in furtherance of the stated objectives of this
policy, the Executive Committee of the eC3 will require site owners of
sites linking to the eC3 website to execute an agreement substantially
in the form attached hereto as Linking
Agreement prior to the establishment of
said link.

whenever their subject matter is relevant to, and consistent with, eC3 policy and objectives. |

Links to non-governmental web sites may be also be made when these sites
contain information which may be of interest to users of the eC3 web
site. Any links to non-governmental websites shall be identified as such, unless it is
completely clear to users that this is so. |

Pages containing links to non-governmental sites will include disclaimer
provisions similar in form to the disclaimer provisions contained at the
bottom of the eC3 home page (www.ec3.org) as of the date of this policy is approved. |

|
Links to commercial sites which offer products or services are inappropriate,
as well as links to sites which charge for information. |
|
|

This does not exclude notices of the availability of publications
by public agencies, or private, non-profit organizations that charge for
the publications or notices of conferences which charge a registration fee.

Links to specific web pages of commercial sites that contain
useful information are permitted, provided that the specific page linked
to does not contain solicitations to buy the company's products or
services.

Pages which contain comprehensive listings of web resources on a
topic may include commercial web sites with the appropriate disclaimer.

Pages which contain advertising messages but are otherwise
appropriate are also not excluded.

No links may be made which are prohibited by statute, governmental
regulation, or other eC3 written policy. |
|
|
The eC3 web site will not link to sites that exhibit hate, bias, or
discrimination. eC3 reserves the right to deny or remove links if it determines that a web
site contains misleading or unsubstantiated claims, or if it is judged
by the eC3 Executive Committee to be in conflict with the eC3 mission. |

|
The eC3 will require sites linked to its home page to use reasonable
efforts to ensure that these sites may be accessed by persons with disabilities. |
In furtherance of the stated objectives of this policy, site owners of
sites linked from the eC3 website shall execute an agreement substantially in the form attached hereto as
Linking Agreement prior to
establishment of said link.
