Links from other federal, state and local government web sites are permitted without restriction whenever their subject matter is relevant to, and consistent with, eC3 policy and objectives.

Advance permission to link to the eC3 homepage from non-governmental sites is not required if a site owner is making a simple link to the eC3 homepage. However, there may be old URLs leading to the eC3 website that are no longer being used. Links shall be made to eC3 homepage using the following URL:

http://www.ec3.org

Links are also permitted to one of eC3's subpages, where appropriate, but the base URL of www.ec3.org should be used.

The eC3 reserves the right to change subpages at any time without notice, so it is up to the site owner to continuously verify links to eC3 subpages.

What Site Owners should not do.

• Site owners shall not capture eC3 pages within site owner's frames, or otherwise present eC3 content as site owner's. Any link to eC3 site should be a full forward link that passes the client browser to the eC3 site unencumbered. The BACK button should return the visitor to owner's site if the visitor wishes to back out. Although all content on the eC3 site is available to the public, the eC3 maintains and will defend a copyright interest in these pages where applicable.

• Site owners should not link to individual eC3 graphics or tables within eC3 pages, especially in an effort to place the downloading burden on eC3 servers. Such an action may be considered a misuse of eC3 resources. To get permission to use a copy of eC3 graphics within site owner's pages, site owner must contact the eC3 Administration Agent.

eC3 will require sites linked to its home page to use reasonable efforts to ensure that these sites may be accessed by persons with disabilities.
