A panel of State
Legislators who have been working on e-government issues in the state houses across the
country will offer their views on the e-government transformation. They will discuss how they balance the diverse
needs of their state with the need to move from the analogue state to the digital state.

Integrating Web Procurement
Solutions:

This workshop will examine issues in integration of canned procurement software with existing core accounting systems. Many of the available procurement streamlining solutions provide good purchasing solutions; however, without integration with accounting/payment systems they lose their luster tremendously. Most solutions appear to leave integration (or worse, interfacing) as an afterthought for the customer to address, and many states are finding it a very difficult issue to address. Discussions will include issues to consider when purchasing, design analysis, and implementation of a new web enabled procurement solution. Panelists from states who have entered this world of integration will discuss what has worked and what may cause some problems, including suggestions for all phases of implementation.

Future Payment Issues:

Panel discussion will
center on the new payment processes for the un-banked or anonymous transactions and for
those unwilling to use their credit card on the Internet.
Several new firms are marketing new prepaid debit cards, primarily focused
on children in the 9-17 age bracket that spent $153 billion last year. With names like
Cybermola and InternetCash, should governments consider other payment methods? Currently
American Express and 7-Eleven convenience stores are testing a pre-paid card that is only
valid on the Internet or at 7-Eleven stores. Should payment options for government
transactions include pre-paid debit cards available from convenience stores? This and many other issues will be addressed
during the session.

XML Project Presentation:

People may not be aware that XML is
already implemented in many of the systems that they use on a daily basis. It is currently the foundation for software in
cellular phones, palm pilots, and Windows applications, to name just a few. It is an
open-standards based technology, adopted by the World Wide Web Consortium (W3C), to
enhance HTML for interchanging and processing data. Government
should consider using XML to overcome data definition barriers that inhibit collaboration. This session will review a document on XML that
the NECCC Integrated Services and Portals workgroup produced.

E-SIGN Panel:

On June 30, 2000 President
Bill Clinton signed into law Senate Bill 761 (E-SIGN), legislation that was expected to
pave the way for e-Commerce transactions within the United States. The passage of the bill instead created heated
debates in all 50 states with the concern over preemption of existing state e-signature
laws. This session will delve into the issues
surrounding E-SIGN from the state, federal, and industry perspectives. If you have wondered what the policy, legal,
interoperability, and security issues are with E-SIGN, you won’t want to miss this
panel discussion. This session is intended
to foster audience participation.

Adding an “E” to
the Disbursements Process:

This session will begin
with an update of last year’s FEDI Survey and provide an overview on the status of
electronic disbursements in the states. The
discussion also will include at least two case histories of innovative disbursement
programs taking place on that state level including the State of Idaho’s Travel
Express Program and New York State’s e-mail remittance notification and payment
program.

Marketing Research Project Group Findings
Presentation:

The project group will
present their findings from a survey they conducted with the states on e-procurement
applications. The focus of the study was to
identify what states are currently doing in the area of e-procurement. A detailed analysis will be offered, highlighting
trends within the states. A brief
presentation of the findings will be offered at the start of the session with a question
and answer period following.

requires a more efficient government that provides unprecedented access for all of its
citizens. With government placing a wealth of
information online, the demand for online Government interaction and simplified,
standardized ways to access such information and services has become increasingly
important. During this session we will
examine the U.S. Government’s efforts in assessing the need and scope of electronic
government, the challenges in creating a ubiquitous system and future plans.

Leadership in a Digital
Age, George H. Ryan, Governor, State of Illinois
Governor George H. Ryan
believes that one of his major challenges is providing leadership for a state that is
racing into the New Economy of the 21st Century. Illinois is making serious and bold
investments for the future and is responding to its citizens’ needs with innovation,
commitment and old-fashioned hard work. State government is helping the private sector and
the workforce compete and grow. State government is attracting new entrepreneurs and
developing new industries and investment opportunities. State government is working to
keep a personal touch in the automation of government services.
Governor Ryan’s
VentureTECH program is a five-year, $1.9 billion initiative for investing state resources
and is a keystone of Illinois’ long-term commitment to innovation. VentureTECH is
funding advances in education and workforce training, research and development, health
sciences and biotechnology as well as cutting-edge information technology. Governor
Ryan’s commitment to Illinois’ high-tech future has boosted Illinois’
“Digital State Survey” ranking from 49th in 1998 to 4th in 2000.

The Washington State Digital Government Applications Academy.
Imagining
the future, and then building it through the Digital Government Academy
The
Washington State Digital Government Applications Academy is a place set apart for agencies
to build digital government by doing, learning and collaborating. The Academy is a
learning environment within the community called Digital Washington that is both a dot-gov
incubator and accelerator -- leading to the rapid and replicable
development of secure, convenient and cost-effective Internet applications.
The Academy provides a
structured and safe place to transform public services to take full advantage of the
Internet - to create new value, include new partners, and dramatically shorten business
flows. The Academy brings together the business experience of agencies, the leading-edge
practices of industry experts, and the input of customers in highly focused, facilitated
sessions.
Communities are shaped by
the imagination, inquisitiveness, and industriousness of their universities. Like its namesake institutions, the session will
focus on how the Academy is a catalyst for transforming the citizen experience with
government -- and developing digital government as core competence in the public sector
for the 21st century.
