Success Stories: A Look at Innovative Ways States Are Integrating Services:

As states move forward in their efforts to develop a seamless government many of them find that there are hidden stumbling blocks along the path to integrated utopia.   This session will provide examples of states that have successfully overcame the challenges when integrating services and will review the innovative ways that they did it.  The White Paper Project Group of the NECCC Integrated Services and Portals Workgroup will be discussed, and each state represented on the panel will give a presentation of their integration experience.  Learn from their setbacks and embrace their successes.  Everyone will be able to apply the information gained during this session back in their home state.

eProcurement Policy Implications

Sealed bids, buyers' auctions, public notice... what policy implications are emerging as the business and government environments transition to a web-based business model?  Are new methods of communicating with prospective suppliers requiring procurement officials to re-think traditional processes?  This session will report on the work of the eProcurement Policy Working Group during the past year - an objective look at the issues facing purchasing professionals in e-Governments.

      Emerging Payment Issues - Discussion of New On-line Payment Processes:

High credit card fees limit some government organizations from providing on-line services, and not all citizens are willing to pay convenience fees. New on-line processes may offer lower, fixed fee, transaction payment options. Members of the NACHA Internet Council will discuss the Internet Secure ATM Payments Pilot Program; New Rules for Internet based ACH transactions, Best Practices, and New Initiatives by the Internet Council Government Forum.

Integrated Services and Portals White Paper Project Group Presentation:

The Integrated Services and Portals White Paper Project Group will present the document they have developed over this past year.  The discussion of the paper will consist of four segments plus time for questions and answers. The introductory session will present an overview of the major issues facing Government Officials when trying to link a wide variety of existing and envisioned specific, or vertical applications into a "Portal" Concept. The three specific areas that will be addressed:  1) Organizational issues: how to achieve a common purpose of not only the various government agencies, but also how existing vendors and newer portal providers can cooperate;

2) Funding issues: which funding practices will be acceptable to citizens and legislatures in the long term and which may be best suited for the introductory phases only; 3) Data sharing: the very real issues surrounding not only privacy, but also ownership of data and who is responsible for maintaining data accuracy and integrity.   Time will be reserved at the end of the session for questions and answers.

"Securing e-Government Services: The Essentials of Information Security"

State government departments and agencies continue to dot.com the public sector, in an effort to improve the quality of services to the citizen while reducing internal costs.  Citizens are going on-line to renew vehicle inspections, pay income tax...in the future, maybe even vote. With this exchange of citizens' important financial and personal information, though, comes a need for a robust information security strategy. Many business and governments already have become leaders in information security. This session of panelists will introduce emerging best practices, including the people, process and technology for securing e-government service.  Included will also be a case study from an actual e-government project.

Industry Perspective on the e-Government Transformation: Kenneth R. Thornton, General Manager Public Sector, IBM

Ken Thornton leads IBM's solutions and sales business for the government, Education and healthcare industries worldwide.  Prior to assuming his current role, he worked with governments across the world, helping them better understand leadership issues associated with leveraging information technologies for improving operating efficiencies, service to citizens and economic development.  He has a particular interest in the transformation of organizations being brought about by the implementation of electronic channels of service delivery and the exploitation of e-business solutions.  Mr. Thornton has held various management positions including general manager, North America government industry, and general manager, U.S. Mid-Atlantic area.

This session is intended to start the discussion regarding public and open records laws within the states.  An analysis of current public and open records laws will be provided.  The policy and technical implications of operating under the existing legal structure, and the potential implications of changing the laws will be reviewed.  The distinguished panel will start a discussion that will likely continue for several years.

·                      Funding Issues in e-Procurement:

The NECCC e-Procurement Funding Workgroup surveyed states that have experience procuring and implementing e-procurement systems.  This panel will discuss findings of the workgroup and share experiences of states that have tackled the funding challenges in acquiring an e-procurement system.   The panel will describe the key types of funding techniques, as well as the key legal policy constraints on choice of funding methods.   The panel will discuss their experience with market research and the importance of development in advance of a business case.   Special considerations for fee-supported procurement offices will be highlighted.  Finally, states will share their experiences in terms of the amount of state resources necessary to conduct the solicitation and implement the system.

The incredible growth of electronic commerce (EC) and the trend toward electronic government (EC) provide many opportunities for States and citizens, but also many challenges. The Electronic Financial Transactions (EFT) Workgroup commissioned a special project committee to address issues specifically related to the audit and control implications of EC/EG.  The Audit Guidance Committee has developed a high-level risk document to meet the information needs of executive level officials and a risk assessment guidebook, designed to meet the needs of the audit community.  Auditors from the following states participated in the creation of these important documents: Texas, Arizona, New Jersey, Utah, New York, Virginia, Florida, North Carolina, U.S. GAO, Oregon, Pennsylvania and several will be represented as part of the panel.

What does the future hold for Portals?  Some of the leading experts in the area of portal development will provide an overview of their vision into the future.  A "vapor ware" portal will be presented to assist in the discussion.  Peer-to-peer technology, as used by Napster, will also be discussed.   An analysis will be offered on how this new technology could end up changing the way people and government interact.  Were you looking for a bits and bites discussion with an “outside of the box” perspective?  This will be the session for you.  Opportunity for questions will be built in to this futuristic session.
