The Honorable Governor Dirk Kempthorne, Idaho

Governor Kempthorne has been recognized by his peers as a national leader in governmental affairs. He is Chairman of the Western Governors’ Association, President-elect of the Council of State Governments, and he serves on the Executive Committees of the National Governors’ Association and the Republican Governors’ Association.   Governor Kempthorne will discuss the importance of vision and planning as a state prepares to provide services online.

Presentation of the NECCC e-Government Strategic Planning Document:

In 1999, NECCC published a highly acclaimed white paper “Electronic Government: A Blueprint for States” that outlined the critical issues facing governments as they prepared to enter the digital era.  The NECCC is now unveiling their follow up to the 1999 document, a white paper titled “e-Government Strategic Planning.”  This second document provides more specific guidance in planning for Electronic Government and assessing e-government preparedness by asking, and answering, the following questions:

·          What should be the key elements of my Electronic Government plan?

·           Am I positioned to succeed in e-Government?

To answer these questions, the NECCC has assembled two toolkits:

·          An e-Government Strategic Planning Guide - Easy Steps to e-Government Planning

·          A Readiness Planning Guide – e-Gov Readiness Survey

The official release of the two toolkits will be at this session.  NECCC board members and key contributors to the document will provide a detailed overview.

This session is a continuation from the earlier general session regarding the NECCC e-Government Strategic Planning document.  This session is intended to give conference attendees the opportunity to actively discuss the two “toolkits.”  Members of the drafting and revision team will be available to answer questions:

·          Center For Digital Government - 21st Century Governance Presentation

In November the Center for Digital Government cosponsored a summit for public and private sector representatives titled “21st Century Governance.”  It was a two-day event in which the participants grappled with the opportunities and challenges presented to governance by new information technologies and the faster, more flexible and demanding age in which we find ourselves.   The purpose of the summit was to explore what process changes are necessary in governance to bring electronic government to reality, and to set into motion specific actions and relationships that will continue into next year and beyond.  Two representatives from the Center will provide an overview of the discussion that took place, and give members of the audience an opportunity to actively discuss the issues covered during the summit.

·          Privacy Guidebook, What States Need to Know

Privacy on the Internet continues to generate considerable interest in the news media.   Moving from the analog state to the digital state has forced state officials to rethink the way they do business - not only in the provision of services but how they handle citizen information.  The Privacy Guidebook is designed to assist states in a “how-to” format when creating a privacy policy. This panel will discuss a review of the states that currently have privacy policies, the key elements in a good policy, and a call to action for the states that currently are without a privacy policy.  Version III of the Privacy Guidebook will be released during this session.  This updated version includes a new Privacy Policy and Accessibility assessment tool that states can use to gauge how well they have addressed these two issues.
