Idaho State Controller

J. D. Williams is chairman of the National Electronic Commerce Coordinating Council (NECCC) and the elected State Controller of Idaho. He is responsible for financial management of Idaho state government and operates the state’s largest Computer Service Center.

To promote electronic commerce in government he speaks often about the public policy considerations involved in the use of technology to create "small but smart" governments. He believes in internet based self service government and that our citizens should be able to be "on-line, not in-line" when they deal with their governments. He also believes that use of the internet for government to do business transactions will lead to more effective government and the savings can be used to pay for high priorities like investments in public schools and higher education.

In addition to being the current NECCC Chairman, J. D. is also Secretary of the National Association of State Auditors, Comptrollers and Treasurers (NASACT). He also is a past President of the National Association of State Controllers (NASC), and represents the states on the NACHA’s EBT and Internet Councils, where he is Co-Chair of the Government Forum. Recently the Idaho Press Tribune wrote that J. D. is, "a smart politician, but has a gentle side that our leaders and citizens can relate to."

He was born and raised on his family's cattle and sheep ranches in Idaho and attended college at Utah State University where he studied agricultural economics and business. He later graduated from Brigham Young University with a Bachelor's Degree in Political Science and a Master's Degree in Public Administration.

He then worked as a Budget Analyst and Court Administrator while attending law school at the American University in Washington, D. C. After years of public service as a Deputy Attorney General, Prosecuting Attorney and Mayor, in 1989 he was appointed Idaho State Auditor and in 1994 the name of the office was changed to State Controller. He has been elected three times to the office. Besides being an attorney, he is a Certified Government Financial Manager and member of the Association of Government Accountants, and has received the "Outstanding Idaho Financial Manager" award.
