2. Procurement Policy Issues

Purpose: To facilitate communications among interested parties on E-Procurement policy issues rising from the advent of electronic, web-based procurement.

Goals: Establish a forum for policy discussion related to web-based procurement. Identify universal issues related to web-based procurement. Through appropriate research and analysis, produce white papers, or topic documents, on these issues for members of the NECCC as well as for other interested parties. These papers will be objective rather than intended to state any position of the Council. Foster discussion, within and outside the NECCC, on web-based procurement policy issues.

3. Market Reasearch Committee
"The market research committee will develop a framework to assist public sector organizations in evaluating electronic procurement solutions and developing a strategic eProcurement direction."

Market Reasearch Committee Objectives:

• What public sector is doing implementing electronic procurement.
• What are the states doing implementing electronic procurement.
• Determine what methodologies are being used to implement electronic procurement.
• What are desirable outcomes for electronic procurement solutions.
• Framework to arrive at strategic direction not short term fixes.
• Creation of a reference area.
