The National Electronic Commerce Coordinating Council is an alliance of national state government organizations dedicated to the advancement of electronic commerce within states. The alliance is comprised of the National Association of State Auditors, Comptrollers and Treasurers (NASACT), the National Association of State Information Resource Executives (NASIRE), and the National Association of State Procurement Officials (NASPO).
The NECCC board of directors expects to pursue strategies to advance electronic commerce within the states in 1999 that include:
| facilitating the coordination of electronic commerce adoption in the states through various means, such as participation in pilot projects and the dissemination of best practices in state electronic commerce, | |
| holding its 3rd Annual Conference on Electronic Commerce in the States in San Diego on November 11-13, 1999 to study innovations in technology and review successful electronic commerce projects, and | |
| maintaining and expanding its web site (ec3.org) for promotion and the distribution of association materials. |
A Conferences Committee and a Communications Committee will serve as standing committees during 1999. In addition, the following six issues-related work groups are being formed:

| Financial Electronic Data Interchange | |
| Funding Issues | |
| State Electronic Commerce Plan Development |
The six work groups, populated by a diverse group of public and private individuals, will pursue a variety of strategies to:
| research their topics to identify promising applications and best practices for publication on the associations Web site, | |
| collaborate on pilot projects, and | |
| prepare presentations on best practices for the annual conference. |
