Government and private sector leaders recognize that the role of progressive governance is critical to addressing societal change and meeting the ever demanding needs of the citizen. A shifting global economy and a re-purposing of governmental workforces are driving new thought in carrying out the business of 21st century government.
To support the challenges of implementing legislation, integrating and coordinating government activities and transforming functions, it is extremely important for leaders to take time to think about where they were, where they are now, and where they are going.
As part of this constantly evolving global economy, new standards and tools have created new methodologies in supplying government to the citizen. Public sector leaders have had to and must adjust and adapt, or be left behind.
The 10th annual eC³ meeting focused on current and future challenges as well as addressed more efficient ways to undertake day-to-day functions by presenting actual “Best Practices” cases and candid discussions on the pros and cons of roads taken. eC³ has successfully delivered 9 years of critical thought and lessons learned to a broad cross section of government leaders and practioners under one multidiscipline environment.

Overview
The eC³ hosted its annual conference at the Hyatt Regency Hotel in Sacramento, California, on December 4-6, 2006 to continue its tradition of providing actionable ideas for progressive government.
The conference was hosted by nationally recognized thought leaders from the State of California, including:

- State Controller Steve Westly
- Chief Information Officer Clark Kelso
- Chief Technology Officer PK Agarwal
The conference consisted of two and one-half days of presentations, case studies, and interactive discussions focusing on Managing Change in a Connected World by
